The IPCC Secretariat has opened the expert review of the First Order Draft (FOD) of the 2027 IPCC Methodology Report on Inventories for Short-lived Climate Forcers (SLCF). The review phase represents a core element of the IPCC assessment process, ensuring that the report provides a balanced, comprehensive, and policy-relevant assessment of the latest scientific and technical knowledge.
The Methodology Report is being prepared under the IPCC Task Force on National Greenhouse Gas Inventories (TFI), following the Principles Governing IPCC Work. The report outline was agreed by the Panel at its Sixty-first Session (Sofia, Bulgaria, July–August 2024).

Expert review period

Review period: 5 January 2026 – 27 February 2026 (midnight, GMT+1)
Type of review: Expert review only (the government and expert review of the Second Order Draft will follow in the second half of 2026).
The purpose of the expert review is to help ensure the scientific quality, accuracy, and completeness of the report. Reviews are expected to be objective, open, and transparent, and to reflect a wide range of expertise and geographical representation.

Who can register as an Expert Reviewer

Experts with relevant scientific, technical, or methodological expertise related to short-lived climate forces are encouraged to register, including expertise on methane, black carbon, tropospheric ozone, emission inventories, atmospheric processes, measurements, and policy-relevant inventory methodologies.
Governments and Observer Organizations are encouraged to promote broad participation. Experts previously nominated for any role in the SLCF Methodology Report but not selected as authors or review editors are also invited to register.
