Why participate
Participating in the expert review allows reviewers to contribute directly to the scientific robustness of this key IPCC methodology product, to support a rigorous and transparent framework for estimating and reporting greenhouse gas emissions and removals associated with carbon dioxide removal and carbon capture, utilization and storage, and to engage with an international community of experts contributing to climate policy-relevant science.

Context
The Intergovernmental Panel on Climate Change (IPCC) has opened registration for experts to review the First Order Draft (FOD) of the 2027 Methodology Report on Carbon Dioxide Removal Technologies, Carbon Capture, Utilization and Storage for National Greenhouse Gas Inventories (Additional guidance).

At its Sixty-third Session (Lima, Peru, 27–30 October 2025), the Panel decided that the IPCC Task Force on National Greenhouse Gas Inventories (TFI) would produce this Methodology Report, which will provide additional methodological guidance for estimating and reporting greenhouse gas emissions and removals associated with carbon dioxide removal (CDR) technologies and carbon capture, utilization and storage (CCUS) activities in national greenhouse gas inventories.

Access to the First Order Draft is provided on a confidential basis; experts wishing to take part in the review must register separately through the IPCC review system.

Expert review period
Review period: 2 November – 20 December 2026, 23:59 (GMT+1)

Type of review: expert review only (the Government and Expert Review of the Second Order Draft is scheduled to start in the second quarter of 2027, tbc)

The Expert Review of the FOD is a key element of the IPCC assessment process. Its purpose is to help ensure that the report provides a balanced and comprehensive assessment of the latest scientific findings. The IPCC Procedures state that the Expert Review process shall be objective, open and transparent, with a wide circulation that aims to involve as many independent experts as possible, seeking a range of views, expertise and geographical representation.

Who can register as an Expert Reviewer
Governments and Observer Organizations are encouraged to nominate additional experts to participate in the review. An online registration process is also open for prospective Expert Reviewers via the IPCC website.
All experts previously nominated for any role in the preparation of this Methodology Report, but not selected as authors or review editors, have been informed directly of the Expert Review and invited to participate.
Information on participation by country and region, including the number and origin of registered experts, is available here.
