To facilitate participation and clarify the expert review process, the IPCC Focal Point for Italy will host an online Open Hour webinar. The session will provide an overview of the structure and scope of the WGII contribution to AR7 and the Technical Guidelines, practical guidance on how to submit review comments, and clarifications on the role and expectations of Expert Reviewers.

The event will be structured as a panel session to make the conversation more engaging and interesting for both speakers and participants.

Why participate

Participating in the expert review allows reviewers to contribute directly to the scientific robustness of two key IPCC products of the Seventh Assessment cycle, to support a balanced and comprehensive assessment of climate change impacts, adaptation and vulnerability, and to engage with an international community of experts contributing to climate policy-relevant science.

Context

The Intergovernmental Panel on Climate Change (IPCC) has opened registration for experts to serve as Expert Reviewers of the First Order Draft (FOD) of the Working Group II (WGII) contribution to the Seventh Assessment Report (AR7) and the Technical Guidelines for Assessing Climate Change Impacts and Adaptation Including Indicators, Metrics and Methodologies.

At its Sixtieth Session (Istanbul, Türkiye, 16–19 January 2024), the Panel agreed to continue preparing comprehensive assessment reports and to maintain the existing three Working Group structure. It also agreed on a distinct product revising and updating the 1994 IPCC Technical Guidelines on Impacts and Adaptation,

Including Indicators, Metrics and Methodologies, to be developed, reviewed and considered for approval and acceptance alongside the Working Group II contribution to AR7, and published as a separate product.

Following a March 2025 call for nominations to Member Governments, Observer Organizations and Bureau members, the Working Group II Bureau selected Coordinating Lead Authors, Lead Authors and Review Editors in July 2025. The selected experts have now prepared the First Order Draft, which is available for expert review.

 

Expert review period

Review period: 9 October – 4 December 2026, 23:59 (GMT+1)

Type of review: expert review only (the Government and Expert Review of the Second Order Draft will follow in mid-2027, tbc)

The Expert Review of the FOD is a key element of the IPCC assessment process. Its purpose is to help ensure that the report provides a balanced and comprehensive assessment of the latest scientific findings. The IPCC Procedures state that the Expert Review process shall be objective, open and transparent, with a wide circulation that aims to involve as many independent experts as possible, seeking a range of views, expertise and geographical representation.

Who can register as an Expert Reviewer

The review is undertaken by experts nominated by Governments and Observer Organizations. Governments and Observer Organizations are encouraged to nominate additional experts to participate in the review. An online registration process is also open for prospective Expert Reviewers via the IPCC website.
All experts previously nominated by Member Governments, Observer Organizations or Bureau members for any role in the Working Group II contribution to AR7 or the Technical Guidelines, but not selected as authors, will be informed separately of the expert review and invited to participate.
The names of all Expert Reviewers will be acknowledged in the final version of the report.
