The Intergovernmental Panel on Climate Change (IPCC) has opened registration for experts to serve as Expert Reviewers of the Second-Order Draft (SOD) of the 2027 Methodology Report on Inventories for Short-Lived Climate Forcers (SLCF), which is undergoing Government and Expert Review.
Scheduled for publication in the second half of 2027, the report is being prepared by the Task Force on National Greenhouse Gas Inventories (TFI). It will provide methodological guidance for estimating and reporting national annual anthropogenic emissions of short-lived climate forcers, including nitrogen oxides, carbon monoxide and other substances. Secondary human-induced substances are outside its scope.
Following the Third Lead Author Meeting held in Rome in April 2026, the author team addressed more than 6,300 comments received on the First-Order Draft and prepared the Second-Order Draft for the next round of scrutiny.
Government and Expert Review period
Review period: 31 August – 25 October 2026
Type of review: Government and Expert Review
This review stage brings together comments from governments and experts worldwide. It is intended to help ensure that the methodological guidance is technically robust, transparent, clear and usable by national inventory compilers, while reflecting a broad range of expertise, perspectives and geographical representation.
Who can register as an Expert Reviewer
Experts with relevant scientific, technical or methodological expertise related to the topics covered by the report are encouraged to register. Relevant areas include national emissions inventories, atmospheric emissions, air quality, climate science, measurement and estimation methods, data management, and sector-specific sources of short-lived climate forcers.
During the review, experts are invited to comment on the accuracy, clarity, balance, completeness and practical usability of the draft. They may:
- identify technical or methodological issues and propose specific corrections;
- suggest improvements to the presentation of methods, equations, figures and tables;
- identify relevant scientific and technical literature, with full citations;
- recommend revisions that improve clarity and usability while preserving technical accuracy.
Experts who registered for the review of the First-Order Draft are automatically registered for this round. Additional experts may also register for the Second-Order Draft review.

Open Hour Webinar on the SLCF Second-Order Draft review
To facilitate participation and clarify the Government and Expert Review process, the IPCC Focal Point for Italy will host an online Open Hour webinar.
The webinar will be moderated by Anna Pirani (CMCC) and will feature Daniela Romano, Lead Author and member of the Scientific Steering Committee; María José Sanz Sánchez, Director of the Basque Centre for Climate Change (BC3) and IPCC TFI Bureau member; and Sandro Federici, Head of Science at the Technical Support Unit of the IPCC Task Force on National Greenhouse Gas Inventories.
The session will provide an overview of the purpose, scope, and structure of the Methodology Report, explain the Second-Order Draft review process, offer practical guidance on registration and on submitting effective review comments, and clarify the role and expectations of Expert Reviewers. Time will also be reserved for questions from participants.

Why participate
Participating in the review enables experts to contribute directly to the technical robustness, clarity and usability of the first IPCC methodology report of the seventh assessment cycle. Review comments will help strengthen the guidance before authors prepare the Final Draft for the final government review and subsequent consideration by the IPCC Panel.
